Visual Impairment Program

Department Information

The Visual Impairment Program provides services for students whose loss of visual acuity or visual field impacts their educational performance. Services are provided at each student’s school of attendance, based on their specific needs as determined by their IEP. Instruction by a Teacher of the Visually Impaired (TVI) may include Braille reading and writing, use of the abacus, use of assistive technology, and introduction to local and national resources for the visually impaired. Adaptive materials such as Braille, large print, or electronic media of the curriculum are available, as needed, for students who are visually impaired. Orientation and mobility services are also provided by a Certified Orientation and Mobility Specialist (COMS) for those visually impaired students who need to travel independently and safely in their homes, schools, and communities.
 
The Visual Impairment Program does not do vision therapy.

Definitions and Eligibility Requirements
The educational definition of ‘visual impairment’ according to the Arizona Revised Statutes o15-761(38): "'Visual impairment' means a loss in visual acuity or a loss of visual field. . . that interferes with the child's performance in the educational environment and that requires the provision of special education and related services."
  
Students who are eligible for services from the Visual Impairment Program include those who are:
  • Legally Blind – A visual acuity of 20/200 or worse in the best eye with correction or a visual field no greater than 20 degrees.
  • Partially Sighted – A visual acuity of 20/70 or worse in the best eye with correction.
  • Cortical Visual Impairment (CVI) – Sometimes referred to as Neurological Visual Impairment (NVI). It is a visual impairment with neurological causes and characterized by certain functional vision behaviors.  [Additional information about CVI (NVI) is included on this web page.]
 Documentation from an ophthalmologist or optometrist
of a vision deficit is required before an educational eligibility
of visual impairment can be determined.


Medical Specialists in Visual Impairment

  • Ophthalmologist (MD) - An ophthalmologist is a medical doctor. He/she can perform surgery, diagnose and treat eye diseases and prescribe medication. The ophthalmologist may also test visual acuity and visual field, prescribe glasses and contact lenses, and in some cases, visual aids. Pediatric ophthalmologists have at least one additional year of fellowship training in the diagnosing, managing and treating children's eye problems.  
  • Optometrist (OD) - An optometrist diagnoses vision problems and prescribes glasses and contact lenses. If he/she specializes in low vision, they may conduct low vision examinations, prescribe optical devices and provide vision-training activities.
  • Optician - An optician grinds and fits lenses prescribed by an ophthalmologist or optometrist. 
  • Orthoptist - An orthoptist evaluates and treats disorders of vision, eye movements and eye alignment in children and adults. Such visual disorders may include lazy eye, strabismus (misaligned eyes) and double vision. 
  • Ocularist - An ocularist designs and fits artificial eyes (prostheses) and scleral shells.
